The Committee on Transportation and Infrastructure moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill No. 4732 -- A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §17-2A-24, relating to performance metrics for the West Virginia Division of Highways; stating findings; defining terms; requiring the commissioner to develop performance standards and criteria to measure agency performance of all essential operations; requiring the commissioner to implement a management information system; and requiring the division to report to the Select Committee on Infrastructure.
